Here's the wireframe, where you can see, that the domain levels out at the second to last step.

In the screenshot it's more obvious with the reflections on the floor.

Here's the blender file. It's set up with some different settings than when I made the other screenshot and baking (resolution is 75 (50 in the screenshot and rendering) and end-time 2.5 (5 in screenshot and rendering). Baked over 125 frames. This didn't do anything either.
